EFQM Model

EFQM Model is a quality model created by the European Foundation Quality Management (EFQM).

It is featured in the European Commison’s thematic paper about Quality Management in PES.

CAF adapts EFQM for the public sector.

EFQM was created by several organizations from the private sector of different industries.

The model is structured in 3 blocks, 7 criteria and 23 subcriteria.

The EFQM 2025 model is structured in 3 blocks, 7 criteria and 28 subcriteria.

There are 3 blocks:

  1. Block 1: Direction
  2. Block 2: Execution
  3. Block 3: Results

EFQM RADAR

EFQM counts with a quality diagnostic tool called RADAR. The output of RADAR is an overall quality score.

RADAR stands for:

  • Results
  • Approach
  • Deployment
  • Assessment
  • Review

RADAR is based on the Shewhart-Deming cycle (Plan, Do, Check, Act).

Each block has a number of points assigned.
